| 摘要: | 《文化資產保存法》於2005年的修正內容中，首度強調保存與再利用並重的概念，古蹟的再利用策略與管理維護方式自此成為重要的研究議題。適當的再利用與活化方式，不僅可以保有古蹟原本之建築風貌與文化意涵，更能創造出額外的附加價值。然而，古蹟再利用的過程中，必然面臨古蹟本身的局部調整以及機能使用上的改變，這都是古蹟的生命歷程中適應環境、因應時代需求之過程與現象，但在適應的過程中，仍必須以承續古蹟之史實為前提、以維護古蹟建築之原貌為優先。辛志平校長故居為日治時期營造的高等文官宿舍，建物本身除具有歷史價值外，更多了一份特殊的人文精神，經指定為新竹市市定古蹟。 研究中透過辛志平校長故居個案分析其公辦公營、委外經營之古蹟再利用方式，整理出困境與優勢。採深度訪談新竹市文化局科員以及委外業者舊是經典有限公司之方式，了解公辦公營轉為委外經營之轉折，並就目前委外經營之現況與未來發展可能性做探討，希望能提供未來相關古蹟再利用之改善方向與建議，達到古蹟再利用永續經營之目的。

The former residence of the principal of Hsin Zhi Ping was the higher civil servants' quarters for the Japanese occupation, the building itself is of historical value, more of a special humanistic spirit, designated as Hsinchu City city monuments. In the study, he analyzed the public service of the public through the case of the former residence of the principal of Hsin Zhi Ping, the reuse of monuments, sort out the difficulties and advantages. Depth interview with Hsinchu City Cultural Affairs Bureau clerk and commissioner of the old is the classic limited company, to understand the turning point of public and private enterprises to turn into extravagance, and to discuss the current situation of outsourcing and the possibility of future development, hoping to provide future improvements in the use of relevant monuments and suggestions, to achieve the purpose of sustainable use of monuments. |
