Abstract:	台灣人口結構轉變趨勢已由老化指數與依賴人口比的上升，扶養比下降，顯示我國已邁入高齡化社會。高齡化社會衍生社會問題，國人平均壽命逐漸延長、戰後嬰兒潮世代邁入高齡、未來高齡者教育程度高、高齡化倍增速度較其他先進國家快、少子化現象使家庭照顧功能式微，銀髮族服務的周延與品質的提升眾所期待。經濟趨勢的疲弱間接壓縮社會福利財務編列的預算，導致財政缺口擴大。為因應此困境，銀髮族服務發展出創新有效益，理念方向明確且多元的策略，即為回應需求與轉變的契機。本研究從社會創新的概念與元素為主要切入點，作為研究設計之核心思維，並透過國內高齡者服務指標型組織：財團法人弘道老人福利基金會營運模式與創新策略並且試圖提出結論及建議，借他山之石作為未來推動與開展高齡者創新服務策略的參考。　　Taiwan's demographic transition trend has been rising from the aging index and dependent on the population ratio, supporting the decline, indicating that China has entered the aging society.
