    Title: 伊甸導盲志工與瞽老家園之方案執行評估

    Abstract:   2018年衛福部公布國內持有「視障」之身心障礙手冊(證明)者達56,830人,其中65歲視障長者占總視障人口5成。同時具有「年邁」與「障礙」的身分之視障長者「安老生活」權益仍舊遭漠視。要讓視障長者實現「在地老化」必須同時顧及服務使用者的自主權與優勢能力,以及將「社區化」照顧資視為一項社會投資。為此,本研究以2017年伊甸視障重建中心提供視障長者「導盲志工」服務與「瞽老家園」活動方案為基石,試圖探討視障長者在社區安享晚年生活的可能。   研究發現,運用「導盲志工」服務必須講求專業倫理與多元服務理念,方能確保家庭功能維繫與生活品質受到保障。而「瞽老家園」活動不僅服務使用者感到家庭温暖,更必須相信個人的優勢能量,方能預防「失能」風險。但缺乏「社區化」的政策,卻讓視障長者生活需求遭受切割,也影響社區自立的機會。本研究建議:視障長者服務方案應包含「導盲志工」及「瞽老家園」,而「導盲志工」應讓志工成為視障長者溝通橋梁、「瞽老家園」活動應結合社區資源,展現視障長者生命價值,以及建置社區共融的機會,視障長者方能享有社區生活的權益。除此之外,政府應盡保障公民權益之責任,實現視障長者回歸社區生活的想望。「導盲志工」應建構普及、專業且彈性的人力資源,「社區活動據點」應規劃安全、便利與舒適的環境,方能舒緩照顧壓力與達到社區自立的夢想;其次,將「導盲志工」與「社區活動據點」的福利資源相結合,視障長者將更有機會獲得「人性化」且「無障礙」的照顧福利服務。
      In 2018, the "Ministry of Health and Welfare" announced that there are 56,830 people who have a disability card, including 50 percent who are visually impaired elders over 65 years old; the right of "Secure Old Age Life" in visually impaired elders who are both "elder" and "disability" are still being disregarded. To enable visually impaired elders to achieve "Aging in Place", we must also take into account the autonomy and superiority of service users, and regard "Community-Based" care as a social investment; To this end, this study is based on "Guided Volunteer" service and "Visually Impaired Elders Homestead" activity program, what provided by "Eden Visually Impaired Reconstruction Center" in 2017, trying to explore the possibility of visually impaired elders enjoying life in their old age in the community.  This study found; The use of "Guided Volunteer" service must emphasize professional ethics and the concept of multiple services, to ensure that the family functional maintenance and quality of life are protected, and the "Visually Impaired Elders Homestead" activities not only serve users feel the warmth of the family, but also must believe that the individual's advantage energy, and due that can prevent the risk of disability, but the lack of a "communitization" policy make the needed for living of visually impaired elders be split, and also affect the opportunities for community self-reliance.This study suggests; The project of "Visually Impaired Elders Services", "Guided Volunteer", volunteers should allow volunteers to become bridges for visually impaired elders. "Visually Impaired Elders Homestead Activities" should be combined with community resources, to show the live value of visually impaired elders, and build opportunities for community communion, therefore, the visually impaired elders can enjoy the rights of community life; besides that, the government should take responsibility to protect citizens' rights and interests, to implement the desire to return to community life from visually impaired elders. The guided volunteer should build universal, professional and flexible human resources, the community activity bases should plan safe and convenient environment and comfortable environment to ease the pressure of care and achieve the dream of community independence; Secondly, the visually impaired elders will have more opportunity to gain take care of welfare services with "Humanize" and "Barrier-Free" when combining welfare resources from "Guided Volunteers" and "Community Activity Based".
