Endanger wildlife tourism is particularly attractive to tourists, but the population of such wild animals is highly susceptible to external disturbance and they can be considered sensitive species. In the past, many literatures have proposed the wildlife tourism frameworks, which specifically stated that monitoring and evaluation are the two important steps in the activity process. This study uses the literature analysis method, and take the community which promotes frogs watching ecotourism as observation object. It was found that before the community carried out the empowerment, the community’s objective of ecotourism was different from that of the literature. In addition, their general perception of monitoring is almost equivalent to community inspection and only focused on ecological aspects. Besides, they have no concept about the step of evaluation after monitoring. Therefore, this study believes that when a community promotes ecotourism, it is necessary to introduce external resources to cultivate the conceptual structure of ecotourism, and develop a further understanding of monitoring and evaluation.
