本計畫主要探討日本改善基礎教育階段的學力下降及學力落差問題之教育政策,是一比較整全性計畫,將分三年完成。本研究不僅只是進行一般政策之分析,另從「學力觀」理論基礎,全面瞭解日本學力相關內涵及其成效,建構「新生存能力」的同時,也探究新課程對於「生存能力」的實踐。是以,第一年計畫以探討日本學力下降論戰與解決策略政策演變與成效為主,其中包括學力下降論辯內容及解決策略,以及全國學力考試之實施與成效;第二年以探討日本整體「生存能力」學力觀之發展歷程,及其與各國及世界組織之學力觀之比較分析為主;第三年以探討日本2017年新課綱(學習指導要領)之規劃與配套措施為主探討,將深入分析課綱之具體內容,以及大學入學考試改革政策。透過此研究,預期可對日本學力下降及學力落差問題的政策演變和成效、學力觀發展與國際接軌、新課綱規劃與落實機制等,作最完整之分析,將可針對國內中小學學力下降及學力落差之對應政策、課程核心素養建置、課綱研擬和落實機制之革新,有重大之參考作用。 This study was aimed to explore the the policies for the improvement of academic ability of basic education and the problems of academic gap. It was viewed as a whole program expected to complete by three years. Based on the view point of academic ability, it not only analyzed the policies, but also explored the content and outcomes of academic ability in Japan to establish the new zest for life. It also explored the implementation of curriculum guidelines announced in 2017. The study in first year was expected to explore the debate on a decline in academic ability, and the procedure and outcomes of solving strategies. The study in second year was expected to explore the procedure of development of zest for life, and compare with other countries and international organizations' academic ability. The study in third year was expected to explore the curriculum guidelines announced in 2017, and the policies of reforming college entrance examination. The results of this study would be the reference for policies, the establishment of the cores of literacy, and the operation system of making curriculum in Taiwan.
