    Abstract: 為了響應聯合國的永續發展教育計畫,我國從1983年起積極推動環境教育立法,於2010年5月18日立法院三讀通過,成為繼美、日、韓、巴西與菲律賓之後,少數將環境教育立法的國家,希冀藉此提升全民環境認知、倫理與責任,並整合環境教育資源,賦與環境教育經費及講習之法源依據。《環境教育法》自2011年6月5日正式實施以來,已將近十年,就執行面向而言,該法立意雖佳,但此政策真正推動的情況如何?主管機關所採取之實施策略、方法與可行性如何?都是相當值得深入探討研究的問題。有鑑於近年來政府治理愈加重視在政策執行過程中,運用相關行銷策略與方法,透過影響、改變民眾的認知及行為,進而落實政策執行之目的。因此,本研究欲採取Snavely(1991)提出之公共政策行銷模式,藉由其行銷組合工具之分析,探究與瞭解《環境教育法》實施策略、成效及其現階段所遭遇之問題,並期提出改善建議使環境教育徹底落實達到永續發展之目的。
    In response to the sustainable development of education programs in the United Nations, on May 18, 2010 the Legislative Yuan passed the environmental education legislation, that the government has actively promoted from 1983, to enhance the universal environmental ethics, and the integration of environmental education resources, grant funding for environmental education and workshops legal basis and to solve current environmental implementation issues. Environmental Education Act enforced nearly nine years since June 5, 2011. To evaluate from the implementation, even based on the good intentions of the Act, how does environmentaleducation policy really work? How is the feasibility and effectiveness of implementation of strategies and methods taken by the competent authority? Above-mentioned questions are very worthy of further exploration research. This study is to take Snavely(1991) public policy marketing model and marketing mix analysis to explore and understand the Environmental Education Act implementation strategy and the effectiveness of its current problems and to make recommendations for improvement period environmental education thorough implementation to achieve the purpose of sustainable development.
