摘要: | 本研究旨在探討不動產逆向抵押貸款,老人福利機構就以房養老政策的規畫背景、監督與管理及執行現況,藉由訪談老人福利機構管理者、參與政策之學者、政策主管官員、承辦銀行主管及老人代表,並參考前輩論文文獻,詳加閱讀分析,用客觀的態度來評估,藉以了解此政策對老人福利機構之影響。 研究中採用半結構式的方式,以深度訪談、政策的分析研究、次級資料的蒐集與運用、相關文獻與論文探討,對高齡少子女化的現況、國內外有關以房養老的制度推行、社會影響進行文獻分析與探討,得以下研究結果:(一)以房養老的政策規劃背景,包括(1)政策主導單位(2)外在環境因素(3)發展趨勢(4)資格認定。(二)以房養老政策的監督與管理,包括(1)政策宣導(2)機構參與與經濟安全(3)挑戰與困境。(三)我國以房養老方案的執行,包括(1)方案推行動機(2)申請標準與件數(3)市場效益及特色(4)未來發展。分別細述於第四章研究成果。 由研究結果顯示:(一)以房養老試辦方案,因規定資格過於嚴苛,以致於沒有申辦成功的案例。(二)以房養老商品化以後,因資格放寬,六家公股銀行截至108年3月底合計申請成功案件為3362件,核貸金額184億元,可謂成果豐碩;與國外推行初期相比,看起來是樂觀的。(三)以房養老「附負擔捐贈」模式,由伊甸基金會的案例顯示是可行的。(四)以房養老政策的推行,將有助於老人福利機構的未來發展。 綜合上述,筆者建議適時檢討政策,以符合更多數長者的需求,以達「老有所養,老有所終」。 The purpose of this study is to explore real estate reverse mortgage loans. The welfare agencies of the elderly have the background, supervision and management of the housing pension policy, and the current status of implementation. By interviewing the managers of the welfare agencies of the elderly, scholars participating in the policy, policy officials, and contractors Supervisors and representatives of the elderly, with reference to the senior literature, detailed reading analysis, with an objective attitude to assess, to understand the impact of this policy on the welfare institutions for the elderly. The study adopts a semi-structured approach, with in-depth interviews, policy analysis and research, collection and use of secondary data, and related literature and papers. The current status of the elderly and children, and the implementation of the system of housing and old-age care at home and abroad. The social impact of the literature analysis and discussion, the following research results: (A) The policy planning background of housing pension, including (1) policy-led units (2) external environmental factors (3) development trends (4) qualification recognition. (B) Supervision and management of the housing pension policy, including (1) policy advocacy (2) institutional participation and economic security (3) challenges and dilemmas. (C) The implementation of the housing pension scheme in Taiwan, including (1) motivation for implementation of the scheme. (2) Application criteria and number of pieces. (3) Market benefits and characteristics. (4)Future development. Explain the results of the research in Chapter IV separately. The results of the study showed that: (1) The program for housing pensions was too strict, so there was no successful case. (2) After the commercialization of housing for the elderly, due to the relaxation of qualifications, the total number of successful applications of the six public stock banks as of the end of March 2019 was 3,312, and the amount of nuclear loans was 18.039 billion yuan, which was fruitful; compared with the foreign implementation It looks optimistic. (3) The model of "funding donation" for housing pension is shown by the Eden Foundation. (4) The implementation of the housing pension policy will contribute to the future development of the welfare institutions for the elderly. In view of the above, the author proposes to review the policy in a timely manner to meet the needs of more elderly people in order to achieve "the old and the old." |
