摘要: | 臺灣自1987年解嚴以來,因為交通資訊發達、經濟發展繁榮、科技文明的進步及社會民間的需求,國人與外籍新娘結婚數量遽增,隨著新住民的嫁入,讓我國在人口結構上產生極大的變化。依據內政部移民署2015年統計資料,全臺灣新住民配偶人數已經超過50萬人,新臺灣之子人數也已突破35萬人,龐大的婚姻移民及新住民第二代衝擊國內原本族群與家庭生態,政府及民間團體如何運用有限的資源,建構移民家庭與移民子女多元教育照顧輔導措施,減少新移民在我國社會所面臨之文化衝擊,使其儘速適應我國生活環境,建立多元共榮社會。 為提供新住民關懷、服務與教育輔導,內政部與教育部自2012年3月起共同推動「全國新住民火炬計畫」,由外籍配偶照顧輔導基金補助及教育部編列經費支應,各直轄市、縣(市)政府擇轄內小學新移民子女人數超過100名或超過十分之一比例者列為新住民重點學校為推動對象,辦理項目包含多元文化講座、家庭關懷訪視、親子生活體驗營、新住民母語學習、多元文化週、美食競賽及創意家譜等內容,透過各項活動的辦理增加親子間的互動,也讓新住民走出家庭結識其他新住民家庭,擴展新住民視野,融入臺灣社會。 我國與德國都是移民國家,相關移民輔導及教育措施可供相互觀摩學習。本研究首在探討「全國新住民火炬計畫行動方案」,再以雲林縣及南投縣擇重點學校執行之成效做比較,針對輔導議題進行研究,併上述火炬研究結果及德國經驗,建議政府、社會、學校等相關執行機構協助新住民,提供新住民子女更好的輔導環境,為臺灣社會的未來發展奠基,並供政府未來施行新住民計畫之建議。 Since Taiwan removed the martial law in 1987, the number of marriages between Taiwanese and foreigners has increased tremendously due to the development of transportation information, the prosperity of economic, the advancement of technology and civilization, and the needs of society and people. With the marriage of new immigrants, Taiwan's population structure has increased. Great changes. According to the statistics of the National Immigration Agency of Ministry of the Interior in 2015, the number of new immigrants in Taiwan has exceeded 500,000, and the number of new immigrant children has also exceeded 350,000. The statistics show that the huge number of new immigrants and the second generation of new immigrants have impacted the original ethnic groups and families in Taiwan. How the government and civil society organizations use limited resources to build multi-educational care and counselling measures for immigrant families and children, reduce the cultural shock faced by new immigrants in our society, adapt them to our living environment as soon as possible, and build a diverse and prosperous society, become an important issue. In order to provide care, services and education counseling for new immigrants, the Ministry of the Interior and the Ministry of Education have jointly promoted the "National Torch Project for New Residents" since March, 2012. Sponsored by foreign spouse care counseling fund subsidies and the Ministry of Education. The county (city) government selects with more than 100 or more than one-tenth immigrant children of the primary schools as the key target schools. The project includes multicultural lectures, family care visits, and parent-child life experience camps, native language learning for new residents, multicultural week, food competition and creative genealogy, etc. The various activities above not only increase parent-child interaction, but also allows new residents to get out of the family to meet other new residents, expand the horizon of new residents, and integrate into Taiwanese society . Both Taiwan and Germany are countries of immigrats, and related immigration counseling and education measures can be used for mutual observation and learning. This study first discusses the "National Torch Project Action Plan for New Residents", and then compares the effectiveness of the implementation of selected key schools in Yunlin County and Nantou County to conduct research on the topic of counseling, and the results of the above torch research and the German experience suggest that the government, society, schools and other relevant implementing agencies assist new residents, provide a better guidance environment for new immigrants children, lay the foundation for the future development of Taiwanese society, and provide suggestions for the government to implement the new immigrants plan in the future. |
