本研究針對「台灣高速鐵路交通運輸系統」與「歐鐵聯盟系統」、「日本新幹線系統」之形塑與異同議題,探究不同階段人類需求脈絡下,衍生交通需求的發展與變遷,藉以分析比較台灣與歐洲、日本的高速交通運輸類型和制度差異性,同時探索未來應如何回應發展脈動所需,試圖突破台灣高鐵當前交通運輸發展之限制與困境。 「交通運輸」為人類族群重要的移動需求之產物,隨著人類的文化發展進程逐漸革新,「交通運輸」的發展起源於舊石器時代,人類為搬運笨重物品至更遠的處所而逐漸開展形成,無論歐洲、亞洲等皆發展出獨特的交通運輸類型,以克服當地地形變化之交通運輸需求,科技的進步有助交通革新與時空收斂,人類改良工具使交通運輸時間逐漸減少、增加交通承載量,如今甚而有研究者因交通日益繁雜而有號誌與調度管理學出現。本文以「台灣高速鐵路交通運輸系統」與「歐鐵聯盟系統」、「日本新幹線系統」之發展與歧異為研究主軸,再藉以相關研究、文獻、新聞報導等資料,試圖以社會科學比較研究的學理視角相輔相成,參考歐洲與日本之高速鐵路交通運輸系統發展,剖析當前「台灣高速鐵路交通運輸系統」因「歐日混血」而特有的發展歷程與限制。 This study focuses on the similarities and differences between the “Taiwan high-speed rail transportation system”, “European system”, and “Japanese Shinkansen system”, and explores the development and changes of the derived transportation needs at different stages of human needs. The purpose of this paper is to analyze and compare the differences in the type and system of high-speed transportation between Taiwan and Europe and Japan. Transportation is an important product of human community's mobility needs, and with the progressive innovation of human culture development, “transportation” has its origins in the Paleolithic era, when human beings gradually developed to move heavy and bulky objects to more distant places. The advancement of technology has contributed to transportation innovation and time and space convergence, and human beings have improved tools to gradually reduce transportation time and increase transportation capacity. This paper focuses on the development and differences of Taiwan's high-speed rail transportation system, the European Union system, and Japan's Shinkansen system. With the help of relevant research, literature, and press reports, we attempt to analyze the development process and limitations of Taiwan's high-speed rail transportation system in light of the European and Japanese high-speed rail transportation systems.
