    摘要:   本研究係就政府在推行及提高電子化採購過程中,對於100萬元以下經常性財物採購,透過公務機關不同屬性人員就「政府電子採購網」平台中之「公開取得電子報價單」與「電子競價」等2種電子化採購機制,藉由制度面上質性訪談及系統面上問卷發放方式,調查使用者滿意度。  本研究質性訪談部分,主要希藉由訪談內容,了解政府機關基層人員對於「公開取得電子報價單」及「電子競價」等採購作業之使用經驗與建議;另問卷調查部分,則應用DeLone and McLean所提出之資訊系統成功模式,以系統品質、資訊品質及服務品質等作為3大主構面,探討「政府電子採購網」此系統使用之滿意度,並採用李克特(Likert Scale)量表計分方法設計問卷,回收問卷後採用描述性統計、信度分析、獨立樣本T檢定、單因子變異數分析、相關分析等統計方法逐一分析。本研究結果綜合如下:壹、是否曾使用「政府電子採購網」申請或採購各類品項,對系統品質認知,具有差異。貳、 不同性別、工作屬性人員,對資訊品質認知,具有差異。參、 不同屬性人員對服務品質認知,無影響。肆、系統品質、資訊品質、服務品質對使用滿意度均有正向影響。  使用者對於「政府電子採購網」系統滿意度之提升,建議工程會可以透過提升系統品質、資訊品質、服務品質來達成,例如系統操作介面設計要簡化、人性化、容易使用,藉以提高使用之誘因;基於資訊對等原則,政府採購作為,應朝更具市場開放方式,置入自由競價機制;增加辦理說明會或教育訓練場次並訂定獎勵措施;對於嚴峻採購法令,應適時檢討鬆綁;另關於制度面與系統面上遭遇之困境,工程會訂定年度目標達成之比率,可採漸進式逐年提高,以免影響機關日常庶務運作。
      This research focuses on the government's implementation and improvement of electronic procurement. For recurring property purchases of less than 1 million yuan in this area, the “publicly obtained electronic quotation” in the “Government Electronic Procurement Network” platform through different attributes of the public agency personnel Two types of electronic procurement mechanisms, such as“e-bidding”, survey user satisfaction through qualitative interviews on the system and questionnaires on the system.  The qualitative interview part of this research mainly hopes to use the content of the interview to understand the experience and suggestions of the grassroots personnel of government agencies on the procurement operations such as “publicly obtained electronic quotation”and “e-bidding”; in the questionnaire survey part, DeLone and The successful model of McLean's information system uses system quality, information quality and service quality as the three main aspects, discusses the satisfaction of using this system of the “Government Electronic Procurement Network”, and uses Likert Scale to measure The questionnaire was designed by sub-method, and after the questionnaire was collected, it was analyzed one by one by descriptive statistics, reliability analysis, independent sample T test, single factor variance analysis, and correlation analysis. The results of this study are summarized as follows:1. Have you ever used the “Government Electronic Acquisition Network” to apply for or purchase various items, and have different perceptions of system quality.2. people of different genders and job attributes have different perceptions of information quality.3. Participants and people with different attributes have no influence on the perception of service quality.4. System quality, information quality, and service quality all have a positive impact on user satisfaction.  To improve users' satisfaction with the“Government Electronic Procurement Network” system, it is recommended that the project can be achieved by improving system quality, information quality, and service quality. For example, the system operation interface design should be simplified, user-friendly, and easy to use, so as to improve the use of Incentives; based on the principle of information reciprocity, government procurement should be more open to the market and put in a free bidding mechanism; increase the number of seminars or educational training sessions and set incentive measures; for severe procurement laws, review and relax them in due course; Regarding the difficulties encountered in the system and the system, the project will set the annual target achievement ratio, which can be gradually increased year by year, so as not to affect the daily operations of the agency.
