This paper deals with a continuous model of a pure hierarchy. The aim of this quantitative model is to minimize costs, which are the sum of wage costs and costs caused by delays in decision making. It offers a more concrete discussion on the comparative statics of the optimum structure, and provides a liberal interpretation of the organizational phenomenon.
