摘要: | 隨著社會結構持續發展,已然趨於穩定的經濟體系以及生活水準的提升,促使人們開始追求更好的生活品質與居住環境,這種對於生活品質和居住環境的追求也引發了對於城市發展模式的重新思考與調整。例如,以車為本的建設與規畫漸漸轉變為以人為本的人性化考量,在這樣的發展趨勢下,步行空間的設計與規劃便扮演了舉足輕重的角色。然而,現實情況下,許多城市步行空間卻常常被忽略或犧牲,造成了人行道破碎、行人與車爭道、交通事故等問題。因此,對步行空間進行探討並規畫設計,已成為現代城市發展不可或缺的議題。 而本研究以大林鎮後站都市計畫區為例,依序探討以下項目:調查並分析現況的問題,包含人行道與騎樓的現況、步行路徑的連續性、步行的安全性等;探討都市計畫及現有道路與人行道相關規範,評估現有步行空間的情況、計畫實施的完整度、設計過程中應注意之法規等;回顧國內外相關理論及案例,從中學習可應用於本研究之想法與理念,如:步行城市、宜居城市,並初步提出相應的設計與規畫方案;透過訪談與現地觀察,了解居民對於步行空間的需求及建議,為步行空間的設計與規劃提供參考依據;綜合考量以上結果,提出完善的步行空間規畫與設計方案。 設計規畫範圍以民權路及新興街為主,包含了大林運動公園西側道路,此範圍選擇涵蓋了火車站、醫院、兩座公園、國小、住宅及主要商業區域。本研究之成果為檢視四次通盤檢討關於人行空間之策略完成度及以服務機能完善之都市計畫區為例,創造完整步行路網並改善該區域的步行環境,促進城市發展的永續性。 With the continuous development of social structures and the improvement of stable economic systems and living standards, people have begun to pursue better quality of life and living environments. This pursuit of quality of life and living environments has sparked a rethinking and adjustment of urban development models. For example, the construction and planning that used to be car-centric are gradually shifting towards a more human-centric approach. In this development trend, the design and planning of pedestrian spaces play a crucial role. However, in reality, many urban pedestrian spaces are often overlooked or sacrificed, resulting in fragmented sidewalks, conflicts between pedestrians and vehicles, and traffic accidents. Therefore, discussing and planning pedestrian spaces have become indispensable topics in modern urban development. Taking the example of the Rear Station Urban Planning Area in Dalin Township, this study sequentially investigates the following topics: surveying and analyzing existing issues, including the current condition of sidewalks and arcades, the continuity of pedestrian paths, and pedestrian safety; exploring urban planning and relevant regulations for existing roads and sidewalks, evaluating the condition of existing pedestrian spaces, the completeness of plan implementation, and the regulatory considerations in the design process; reviewing relevant theories and case studies from domestic and international sources to learn ideas and concepts that can be applied to this study, such as walkable cities and livable cities, and preliminarily proposing corresponding design and planning solutions; conducting interviews and on-site observations to understand residents' needs and suggestions regarding pedestrian spaces, providing reference for the design and planning of pedestrian spaces; integrating the above results to propose comprehensive pedestrian space planning and design solutions. The planning and design scope focuses on Minquan Road and Xinxing Street, including the west side road of Dalin Sports Park. This scope covers the train station, hospital, two parks, elementary school, residential areas, and the main commercial district. The results of this study aim to examine the completeness of strategies related to pedestrian spaces through four comprehensive reviews and use a well-functioning urban planning area as an example to create a complete pedestrian network and improve the pedestrian environment in the area, promoting the sustainability of urban development. |
