    Abstract: 本研究選取資訊系統委外過程中的「承包商評選階段」為主題，以「經濟部八十九年度電子工商計劃-規劃及試辦系統」為探討之個案，並針對傳統舊有評選方式之修正，提出一適用於政府機關資訊系統委外承包商評選之群體決策過程，期望透過專家顧問群之參與，改進舊有評選過程之缺失，以使群體決策過程更具公平性與有效性。研究運用群體決策（Group Decision）及多屬性效用（Multi-Attribute Utility）等理論之整合，並透過德爾菲法（Delphi Method）之運用，以取得決策成員之意見，達成一致性之群體決策。研究透過文獻探討、專家訪談及問卷分析，萃取出研究個案承包商評選之九個構面，輔以研究訪談之設計及兩次德爾菲法之運作，達成群體決策成員對個案承包商評選之一致性意見。
