    Abstract: 本文旨在探討環境污染防治政策的決策評估過程中,面臨環境污染技術革新的不確定性及成本投入不可回復性之下,如何建立最適改善污染源的環境決策評估。本文闡述有別於傳統成本利益法,利用實質選擇權並擴展Pindyck(2002)連續期間評價模式之環境污染防治決策探討,試圖找出採用環境污染防治政策之社會成本的門檻值 以及最適進行防制時點,提供相關敏感度分析數值例說明。
