    Abstract: 本文應用賽局理論分析區域經濟組織資源環境配置與利用的衝突問題，通過構建這些問題的賽局模型並研究其賽局均衡，揭示並論證了區域經濟組織內理性行為個體對公共資源環境存在不足供給的賽局均衡結果，並進一步指出及論證解決對策的制度安排與激勵：一、是降低理性行為個體在公共資源環境供給的成本支出；二、是提高理性行為個體在公共資源環境供給的偏好；三、是培育更高的公共資源環境保護者；四、是充分揭示資訊以培育更多公共資源環境保護的「奉獻者」。最後，本文以北美自由貿易區為例，加以論證說明之。
