    Abstract: 公元1994年「社區總體營造」一詞首度出現於臺灣媒體(黃世輝,民90),其所帶來之思維衝擊,強調:「社區生命共同體及公民主動參與改造社會正義、生活環境、落實鄉土文化等意義」。自此以後我國政府便效法美、日等國,開始著手於社區總體營造工程之推展;緣此,扎根地方,由社區公民倡議組成之中小型非營利組織,便有如雨後春筍般競相成立。中小型非營利組織,雖擁有機動性高、行動靈活、組織架構較不受科層僵化影響等特點,然其勸募能力卻遠不及擁有企業支持背景、宗教型、供給型等大型非營利組織;面對競爭基本條件劣勢與金融風暴衝擊,組織如何強化、建構自身募款能力,實已成為中小型非營利組織賴以生存的關鍵課題。台北市八頭里仁協會由北投地區士紳倡議組成,係為典型之:中小型非營利組織,近年來因服務範圍擴大,參與社區議題倡導日亟,對於協會財務負擔自是與日俱增;雖同時遭受國際金融風暴及國內經濟持續低迷之影響,然轄下各部門善用:「專業方案企劃執行、課程推行滿足交換心理、擴大社會服務爭取企業及公部門提供資源整合、推動公私協力形成伙伴關係、適度展現組織動員能量等能力。」故組織營收反呈現逆勢成長,服務人數及範圍亦漸次擴大。本文主要為提供中小型非營利組織,募款方法與實際案例之參考,希望能為非營利組織募款能力建構提供若干思維方向。
    In 1994, the term “Community Renaissance” appeared on Taiwan media for the first time. It brought about a great impact on the civil society, specially it emphasis that “the significance of Community and citizen have the right for actively participating to improve social justice and living environments and practice native culture”. After that, Taiwans government started to expand many projects about action of community renaissance by following the examples of America, Japan and other countries. Therefore, many small and medium-size non-profit organizations proposed by citizens of communities sprang successively up. Although these small and medium-size non-profit organizations have many characteristics, for examples high mobility, flexible operations, and organizational structure that is less impacted relatively by the ossified bureaucracy, their fund-raising capability fall far behind those of the large-scale religious and supply-style non-profit organizations or supported by enterprises. Under such circumstances , confronted with disadvantaged basic competitive conditions and the financial storm's impact, many key topics included how to intensify their organizational structures and build their fund-raising capacities is gradually become very important for these small and medium-size non-profit organizations. The Taipei Peitou Association, establish by celebrities in Peitou District, is a typical organization among the small and medium-size non-profit organizations. In recent years, the expanding service scopes and the increasing advocates for participating in some issues about community have become an increasing financial burden on the association. Although impacted by the international financial storm and flagging domestic economy, all its affiliated departments made good use of the “professional program & planning execution, curriculum implementation and satisfying exchange psychology, expanding social services to strive for resource integration from enterprises and public sectors, pushing forward public-private partnership, displaying the organization' s mobilization power and other capacities”, and thus it appeared this king of condition , so-call “contrarian growth” in its many aspects of management about revenue ,number of served persons and service scope and so on. This paper mainly aims to provide a reference case for some small and medium-size non-profit organizations to make rethink in fund-raising methods, and hope to offer new thinking direction for them.
