中國正在崛起已成為世界公認的事實，而中國的崛起究竟意欲維持現狀或是修正現狀，長期以來為學界爭議之焦點。本文主張胡錦濤主政所強調的「和平發展」道路，是一條「因勢利導」道路，用以暫時緩解各國對中國成為東亞新霸權的忌憚或圍堵，且終將用於挑戰美國霸權在東亞地區所建立的秩序。 The rise of China seems to be a defining factor in contemporary international relations. Although the Chinese government has in many ways become an integrated member of international society in the post-Cold War era, the question remains: is China a revisionist great power or a status quo developing nation? This question has attracted academic interest because of its significance. This essay will attempt to address this important issue by introducing the concept of “making the best use of the situation,” an idea deeply rooted in the Chinese culture, in the hope of stimulating further dialogue and debate.
