    摘要:   地球氣候的極端變化,引發人類對於自然環境議題投入更多的關注。大氣中碳數量劇增,被證實是影響氣候異常的原因之一,因此,碳足跡的思索成了許多城市展現競爭力的指標。為達成節能減碳之目標,許多社區開始建置自行車道,鼓勵民眾採用自行車作為短程交通工具,減少機動車輛之碳排放,以降低環境的衝擊。然,不少自行車道之建置,被視為休閒遊憩導向,固然提升了自行車的使用率,卻未能有效代替其他內燃機交通工具的使用量,也就無明顯節能減碳之效益。本研究主要針對學生之通學交通與使用環境規劃進行探討,目的在於探討具節能減碳效益且安全上下學之交通型式。   從相關市政資料分析發現,「學生」為嘉義市區最主要之自行車使用族群。經實際調查也發現,自行車通學人數越多,表示依賴家長接送通學程度越低。證實自行車通學確實能減少機動車輛的使用,達到節能減碳之效益。基於自行車通學之節能減碳效益,本研究藉由對嘉義市國民中學學生通學情形之蒐集、分析與比較,釐清通學交通與環境規劃政策之關係,研擬提升通學交通品質與自行車使用率之可行策略。   經本研究調查發現,都市環境規劃政策對通學交通影響力深遠。建置安全,便利與美質之通學自行車道,公部門責無旁貸。加上各相關部門政策之配合,不但能提升自行車通學人數,亦有助於改善通學交通品質,並達成節能減碳之最終效益。
      The slow but constantly global warming leads the earth to an unusual climate change. Most countries of the world pay extremely attention, after numerous of serious catastrophies, to the environmental issues. Energy efficiency and carbon dioxide reducing turn into many cities' major policy to emerge their competitiveness. In order to support the goal of reducing carbon dioxide, many local governments set up bikeway-net, to encourage people using bicycle for short distance transportation. Which might lessening the usage of motor vehicle.   However, most of the Taiwanese treat the bicycle-riding as only for leisure purpose, only less percentage of people have the idea to replace the motor vehicle. In fact those strategies have a very limited contribution for the whole.    The research thesis try to point out arriere-pensee altenativ and potential by choosing a new transportation methode. Students at junior high school level are the major bik-group in Chia-yi, which bases on the data of municipal administration. The data shows, the more students riding bicycle to school, the less patriarchs driving their children to school. It means using bicycle as the transport could reach the goal to reduce carbon dioxide emission and utilize it s ratio. In view of the bicycle pose as transportation of short distance can reach the environmental protection purpose. This research will draft the practicable strategy with the method of comparison and questionnaire, and the sample group will include 3 junior high schools in Chia-yi.    The conclusion find out that, the government's environment protection policy will effect the student choose their transportation way, extremely. The government ought to build safe and convenient transportation net with correct construction technic. The anticipation of biking people increase and carbon-dioxide decrease, a safer way to mobilize people should be the first policy consideration.
