Abstract:	橋梁連結著人民生活和重要經濟活動的命脈是交通系統中最關鍵的工程。在台灣，橋梁工程由公部門規劃、興建與維護，但是，有些鄉鎮地區礙於拮據的經費與經濟效益的考量，無法將基礎建設遍及於每一個需要橋梁的地方。嘉邑行善團在偏鄉地區已建造完成460座橋梁，以彌補政府基層建設之不足，以盡組織之社會責任。　　　本研究以社團法人嘉義市嘉邑行善團為研究對象，利用訪談、實地參與觀察及文獻分析等方法，旨在瞭解與分析嘉邑行善團從事公共基礎建設「造橋」，本研究目的如下：一、針對嘉邑行善團其組織的精神與善行進行分析，瞭解其公共基礎建設執行狀況與優缺點，以釐清其限制。二、探討嘉邑行善團之造橋運作機制，以建構一個民間組織參與公共基礎建設之模式。三、研究嘉邑行善團之公共基礎建設在地方既有法規與地方需求條件下，造橋建設所受之限制及不足之處，並提出相關建議。　　The bridge links the lifeblood of the people's life and an important economic activity is the most critical transportation systems engineering. In Taiwan, the bridge project by the public sector planning, construction and maintenance, However, some rural area due to constraints of funds and economic efficiency considerations can not be infrastructure all over the place in a need to bridge. Chiayi Charitable Group, completion of construction of 460 bridges in remote geographical areas, to compensate for the lack of government grassroots construction, in order to make the organization of social responsibility.　　　Juridical association Chiayi City, Chiayi Charitable Group, the object of study, the use of interviews, on-site to participate in observation and document analysis method, aimed at understanding and analysis of the Chiayi Charitable Group is engaged in public infrastructure ＂building bridges＂, the purpose of this study are as follows: 　　　First, the spirit and good deeds for the Chiayi Charitable Group, its organizational analysis, understanding of its public infrastructure status of implementation of strengths and weaknesses, in order to clarify its limitations.　　　Second, to explore the Chiayi Charitable Group, bridge-building operation mechanism to construct a non-governmental organizations involved in public infrastructure mode.　　　Third, both local regulations and local requirements, the public infrastructure in the Chiayi Charitable Group, bridge-building construction suffered the limitations and inadequacies, and make relevant recommendations.
