摘要: | 台糖公司本業為原料甘蔗種植與砂糖製造,近年來受國際糖價長期低迷不振、國內人工成本節節攀升,以及政府開放砂糖自由進口等經營不利因素影響,致使製糖產業急遽變化,為突破公司經營困境,乃積極朝向多角化經營與土地開發轉型發展。為快速達到轉型目標,近年進行兩次大規模的組織重整,主要切割成八大事業部與八個區營運處,其中轄管雲林縣境台糖土地資產營運業務者為「台糖公司雲林區處」。 首先本研究先整理相關文獻,並歸納出近年來公部門對雲林區處與虎尾糖廠投入之研究計劃。其次,針對雲林區處「以現有土地建物再利用之開發與經營」及「利用素地資源之開發與經營」兩個面向,分別深入探討,研提規劃與經營分析。 最後對本研究所論述的各項規劃經營理念作總結歸納,並經綜合分析,篩選近期內應可積極投入之開發規劃與轉型經營,包括:1.以現有土地建物再利用之開發與經營方面:面對少子化以及房屋租賃市場市場供過於求的影響,積極致力於公務機關與大型企業的行銷,並藉由短期租宿業務,拓展市場知名度,提升斗六學苑設備資產使用率及營運績效。2.利用素地資源之開發與經營方面:國人養生輕食的風氣已逐漸風行,雲林區處擁有得天獨厚的土地資源條件與開展有機業務多年經驗,應積極朝產量調節與拓展通路發展。 Sugarcane production and granulated sugar manufacture is the ordinary trade of Taiwan Sugar Corporation. Recently, international sugar prices remain inactive over long periods of time, domestic labor cost surged and government opened up free import of sugar industry. These adverse influences cause sugar production development of rapid change. For extricating company out of predicament, two large-scale reorganization is proceeding. Company is separated into two groups, one is eight major business divisions, and the other is eight major district operating divisions. Yunlin district operating division of Taiwan Sugar Corporation is responsible for real estate properties operating. First, compiling relevant literatures and summarizing the recent research projects about investments of Yulin and Huwei sugar refinery. Secondly, the plan and business analysis is proposed, and it is divided into two directions, one is to reuse of existing buildings of the land development and management, the other is the use of vacant land resources development and management. Finally, summarizing the proposed management philosophy of programs and after a comprehensive analysis, screening should be actively involved in the development of business planning and restructuring in the near future, including two parts:1.For the reuse of existing buildings of the land development and management part : confronting the influences of declining of birth rates and over-supply of house rental market, to engage in public institutions and large enterprises marketing actively, and to expand market awareness by short-term rental accommodation business, and improving asset utilization Douliou condo and operating performance of equipment.2.Vacant land resources development and management part : because health light meal culture has been gradually, and Yunlin district endowed with land resources to provide health food and have years of experience in business. Yunlin district should advance actively production quantity control and expand the marketing. |
