    Abstract:   隨著人口結構高齡化與疾病、生活型態的改變,民眾對照顧服務需求日益增加,對照顧服務員的需求日益增加。台灣老年人口截至2008年底為2,402,220人,佔全國總人口(23,037,031人)10.43%;根據內政部2007年4月的人口資料,嘉義縣目前65歲以上的老人人口數為82,199人,佔嘉義縣人口的14.88%,比起全國65歲以上的10.05%高出許多,高居全國第一名。如此快速成長的高齡社會中長期照顧的需求,需發展大量且穩定的照顧服務員的人力,方能因應現有及未來長期照顧的龐大需求,協助家庭及失能長者在自己熟悉的家中及社區安老。   照顧服務員為非典型勞動中高度勞動且低所得的族群,台灣地區每年皆培訓約一萬名上下接受過照顧服務員訓練,實際投入率僅2%-10%留在居家服務職場工作,其餘一部份有意願之就業人力大部份流向醫院或機構式照顧服務,造成居家照顧服務(home care)人力短缺之問題。   本研究以嘉義縣的居家服務的發展為例,探究嘉義縣居家照顧服務員的就業狀況。嘉義縣政府共委託二家居家服務單位承接居家服務的業務,研究者將這兩家居家服務聘用狀況與勞動條件做調查比較分析;並以結構化的「問卷法」針對746人,隨機發出400份問卷,進行首次研究資料的調查,為進一步蒐集相關資料,本研究更運用「訪談法」分三次進行,分別為「焦點團體訪談法」、「電話訪談法」、「深度訪談法」,歷經兩年時間,試圖透過嘉義縣65歲以上的老人人口居代表性的角度調查研究,提出有關居家照顧服務在政策面、管理面上,兩方面共九點研究建議。
      Along with an aging society, the service demand of day-care for the elder is increasing enormously. By the end of 2008 the elder population is about 2,402,220, accounted for the national total population (23,037,031 people) of 10.43%. According to the Ministry of Interior in April 2007, Chiayi County has 82,199 people that over 65 year-old, accounted for the Chiayi County population of 14.88%. The figure is higher than the nation's 10.05% totally. The fast growth of elder's medium and long-term attendance demand is a severe challenge for the society.   The workforce for the service of elders is a non-typical employment with low payment working group. The government trains approximately 10,000 people to serve the elder. The ROI (return-on- investment) of the training is only about 2% to10%.   This research takes Chiayi County's home care service units as examples. The Chiayi County government entrusts two home care service units. The employment and working conditions of these two home care service units are investigated with comparative analysis. We send out 400 questionnaires to the 746 employees of the target research service units. Along with the focus group and the in-depth interview, we spent two years in the research. The results provide suggestions in policy making and management aspects for the service units and the government as well.
