    摘要:   本研究之研究目的先針對國內閒置空間再利用的發展歷程作一整體性的回顧分析,可以初步了解其促成的因素與現況的問題。並經由模糊層級架構分析法(FAHP)建構閒置空間再利用為文化園區的經營成功關鍵因素之層級架構。之後藉由重要度-績效分析法(IPA)探討研究個案之經營現況,並進一步研擬研究個案上之經營策略,提供給研究個案或閒置空間再利用為相關類型個案之為參考依據。    本文參酌國內外相關評估文獻,建構本研究之初步績效評估指標,並進一步經由專家意見訪談,完成閒置空間再利用經營成功關鍵因素之評估架構,這些關鍵因素包括「永續經營」、「財物控制」、「行銷組合」、「空間規劃」以及「營運管理」等五項標的,這五項標的以下共有24個準則。     在FAHP分析中,以「永續經營」為最重要、排名第二為「財務控制」。在整體權重的部份,利用80/20法則分析出,有十項準則是可以達到80% 績效,排序依序為「內容之創新度」、「文化資源的傳承」、「資金籌措能力」、「內容產物吸引力」、「地方社群的支持」、「權屬取得」、「健全的財務制度」、「風險管理」、「觀光資源多元性」、「經營團隊本身知名度」。    在IPA分析中個案的競爭優勢為:文化資源的傳承、觀光資源多元性、內容之創新度、經營團隊本身知名度、多樣化服務內容。個案須優先改善的部份為:地方社群的支持、權屬取得、健全的財務制度、資金籌措能力、風險管理。    「閒置空間再利用」可說是國內近年來極受矚目的一項文化政策,再生藝文空間的最後成敗關鍵在於「經營管理」的績效,進一步達到永續發展的目標,希望藉由本研究之結果提供給閒置空間經營者作為參考。
      Research purpose for this study lies at the comprehensive review and analysis targeting the development journey for domestic idle space reuse, in addition to preliminary understanding of the facilitating elements as well as current status; furthermore, through FAHP (Fuzzy Analytic Hierarchy Process), it constructs idle space reuse as the layered architecture for successfully managed key elements of culture parks. Afterwards, through IPA, it explores the current status of the individual research case management with extended studying of the management strategy for these cases, with the expectation of serving as references for related individual cases of research oriented or reuse of idle spaces.     This thesis reviews and references related assessment documentations from both the domestic or foreign origins, then, it establishes and constructs the preliminary performance indices for this research. And through professional interviews and exchanges of opinions, it completes the assessment structure of key elements for successful operation in idle space reuse application. The five elements include: “Sustainable operation”, “Property control”, “Marketing and sales combination”, “Space planning” and “Operation management”. Under these five elements, there are 24 associated criteria:     Within the FAHP analysis, the “Sustainable operation” is the most prominently critical one. From the overall weightings and through 80/20 rule, we can learn that there are ten criteria which can reach the 80% performance in following sequence: “Contents innovation”, “Cultural resource heritage”, “Funding capability”, “Product content attractiveness”, “Local community support”, “Ownership acquisition”, “Healthy and robust financial system”, “Risk management”, “Tourism resource diversity” and “Recognition for the operational team”.     In analyzing the competitive advantages for individual cases, the following are the observation keys: Cultural resource heritage, tourism resource diversity, contents innovation, operational team recognition and diversified service contents. And for those individual cases requiring enhancements, they are Local community support, Ownership acquisition, Healthy and robust financial system, Funding capabilities and Risk management.     The key elements for art space rehabilitation lie at the performance for “Operation management” with further progress in reaching the goal of sustainable development. This thesis is expected to provide its research findings as reference for the operators of idle spaces.
