The main purpose of this study is to examine the impacts of different social structures on voters’ media use and political participation based on Taipei and Kaohsiung’s Mayor elections in 2006. Secondary data analysis was used to test the “Different Gains Model” and the data was from Taiwan’s Election and Democratization Study, 2005-2008 (II): The City Mayor Election, 2006 (TEDS2006C). Political structural heterogeneity, political interest, social network pressure, media use, political discussion and political efficacy were treated as independent variables, and political participation as the only dependent variable. The results shows political structural heterogeneity had an impact on political participation mediated by political interest, social network pressure and media use. In Taipei, a society of low structural heterogeneity, political structural heterogeneity and social network pressure exerted no significant impact on media use behavior, interpersonal communication and political participation. However, in contrast with Taipei, Kaohsiung, a society of high structural heterogeneity, social network pressure affected voters’ political participation.
