| 摘要: | 越南自1986年實施經濟改革後，與世界各地逐漸建立了多樣化的國際貿易關係，目前越南已與165個國家和區域建立貿易關係、以及與80個國家和區域簽署貿易協定、並有72個國家和區域給予越南最惠國待遇。貿易在越南經濟發展中已扮演非常重要的角色。2000年越南的出口值比前年（1999年）成長24%，及進口值成長30.9%。對資本主義的發展而言，貿易的重要性是延續著工業而來的。工業雖然是經濟成長的動力，但只有工業機器生產出來的產品仍然不夠，產品只有在找到市場後，才能真正成為經濟成長的源頭。 台灣與越南已有十多年經貿關係，自1989年台商開始大規模對越南市場進行投資活動，雙方的經貿關係愈來愈密切，而且規模和金額令人矚目。台灣歷年的投資金額為越南外資的第二位，居於一個重要地位。本研究以台灣與越南經貿關係為主要研究對象，以台商在越南的直接投資和進出口貿易為研究主軸，探討台灣與越南經貿關係的特殊性，並說明台灣與越南之間是否形成國際分工？而其分工的模式是什麼？本論文主要採用歷史研究方法，以及學術相關研究方法，如「非介入性方法」、「內容分析法」、「現有統計資料分析法」、「比較分析法」等研究方法切入。 在本論文中探討了台灣與越南的國際分工，有貿易和投資才有分工，一國的貿易和投資發展情況，除了市場本身的因素外，受到一國政策影響也非常深遠，而要探討雙邊的產業分工發展情況，必須從台灣本島經濟環境變化及相關政策（推力）和越南的經濟變革及吸引外資之政策（拉力）兩方面同時著力，因此本論文在第三章和第四章已針對其兩者做探討，並在第五章探討了台商進入越南直接投資和進出口貿易的情況，進而分析台灣與越南的國際分工模式。最後本文指出雙邊經貿關係的未來展望，並提出一些建議目的亦不除外為了雙邊經貿關係進一步發展。
The establishment of diverse international economic relations with the world, derived from the economic reform in Vietnam, beginning from 1986. At present, 165 countries and regions are involved; among them, 80 have signed the trade agreement with Vietnam, and 72 offer it the most-favored nation treatment. Business exchange has played a very important role in the economic development of Vietnam. Compared with 1999, the export and import trade in Vietnam increased 24% and 30%, individually. In a development country, industries hold the importance of trade; manufacture is the engine of economic growth. However: the manufactured products become goods only when the outlet market emerges. It is the source of real economic growth. The commercial relations between Taiwan and Vietnam have lasted over 10 years. From 1989 on, the businessmen from Taiwan largely increased the business investments in Vietnam; both the scale and the amount draw much attention. Over years, capital from Taiwan took up the second position of foreign direct investment (FDI) in Vietnam. This study is focused on the commercial relations between Taiwan and Vietnam. The analysis mainly centers on the FDI and export and import trade. What is the significance of the commercial relations between Taiwan and Vietnam? Are there international divisions of labor between them? Can a model be suggested? The research methods of historical analysis, non-involvement analysis, content analysis, and statistic data analysis will be applied in this thesis. The international divisions of labor between Taiwan and Vietnam are the main issue of this thesis. Trade and investments bring about divisions of labor: however, this development not only has something to do with the market, but also the public policies in both countries. To deal with the industrial divisions of labor, one must consider the economic environment and the related policies in Taiwan (the push force), and the economic reform and the policies of drawing foreign investments in Vietnam (the pull force). These will be discussed in Chapter 3 and 4. The situation of transnational investment as well as export and import trade between these two countries and the correlative divisions of labor will be further presented in chapter 5. Last, but not at least, this thesis concludes with some suggestive remarks and the future development of commercial relations of both sides. |
