| 摘要: | 長江三角洲自九○年以來經濟發展迅速，對外經濟活動日益頻繁，外資大量湧入乃成為驅動長江三角洲經濟增長的主要動力。長江三角洲的發展，不只是促成此區域的發展，更帶動全中國的成長。依照作者的研究結果，外資引進及外資利用的多寡，影響了地區發展態勢，更關係著就業空間、資金流通、產業結構調整、升級以及進出口等民生與經濟發展層面。就此而言，長江三角洲經濟能高度增長與外資之利用實有密不可分之關係。 因此本研究想藉由外資對長江三角洲所產生的效應，來論證外資與經濟增長之相關性；此外，並藉此探討長江三角洲的優勢所在？為何能夠大幅吸引外資，成為外商集聚的重點區域。根據作者看法，外資利用對經濟增長雖有不可抹滅的功勞，但必須體認到外資利用對東道國經濟增長的影響，也並不完全是正向的，一些不合理的外資引進與利用，常成為導致經濟不穩定甚至引發金融危機的重要成因。因此，外資對經濟安全所造成的影響是值得關注的。 本研究探討「長江三角洲外資利用與經濟增長」，是體認於早期關於區域經濟之研究偏重於投資指南與理論基礎之闡述，少有研究將理論與實務結合。因此筆者期望能在理論分析基礎上建立實證，能對區域經濟發展、現況及面臨問題，擁有更加深入及客觀之認識；而選擇長江三角洲與外資利用相結合的研究案例，將有助於瞭解中國近來區域經濟的發展。
The economy in the Yangtze River Delta has been growing rapidly since early 1990. And, the quick inflow of FDI is generally considered a primary reason for the prosperity of the region. But few studies have ever tried to give us a clear and complete analysis of the issue. This study thus seeks to understand the effects of these foreign investments on the economic development of the region. As summarized in the study, the impacts of FDI inflow often involves several aspects essential for the growth of the region, e.g., technology transfer, managerial skills, capital inflow, full employment, export increases, enterprise competitiveness, and, most importantly, the upgrading of industrial structure. All contribute to the increasing growth of Yangtze River Delta. Given the purpose, this study will demonstrate the relationships between the inflow of foreign capital and the development of the regional economy. Moreover, its focus is laid on the region’s advantages that are brought about by the FDI inflow. In addition to these advantages related to FDI, the thesis also recognizes the negative effects of the foreign capital on the long-tem development of the region. Therefore, it is quite necessary to apply some form of screening mechanism to safeguard the economic security of the region. Unlike most of the earlier studies, this research takes into account of both theoretical and empirical aspects of FDI inflows. It’s thus grounded on statistical data, personal observations, as well as theoretical frameworks. In light of this intensive case study of the Yangtze River Delta and how the region attracts and utilizes FDI, this study may advance our understanding of the regional dynamics in contemporary China. |
