    Abstract:   我國政府採購法自民國87年5月27日發佈後,各機關經歷六年多之運作,漸入常軌,而其實施結果為何?實為值得探討之問題。本研究以縣市之主計業務單位人員及廠商為對象進行問卷調查,並自行政院公共工程委員會決標查詢系統搜尋其中13個縣市民國89年至93年之決標資料,經排序、分類、彙整後,分析受研究機關的招標標比及趨勢,以了解政府採購現況以及受測者對採購招標方式的認知,供機關參考。   本研究以問卷調查及資料分析結果,顯示機關採購案件之標比,除選擇性招標外,其餘各種招標方式之標比有逐年提高之趨勢。決標件數中公開招標雖因整體趨勢增加而增加,但所佔比例卻遞減,選擇性招標無論是件數或比例均遞減,限制性招標與公開取得之件數及比例均呈遞增趨勢。而對採購決策影響因素及招標成效的認知,在採公開招標時,公平性、公開度、機關績效級機關形象均最高,選擇性招標在採購品質的認知最高,而限制性招標僅在採購效率認知上表現最好,顯示無論機關人員或廠商均認為公開招標係最適當的招標方式。標比提高的結果將增加機關採購支出,而公開招標件數比例下降,限制性招標件數比例提高,則可能使機關採購透明度降低,並使公開、公平原則受考驗。本研究建議採購機關,檢討標比逐年提高之原因,並在提升行政效率之餘,就節省經費支出、公開、公平與效率間取得平衡。
      After the Government Procurement Law was published on May 27, the year 87 of the Republic of China, every institution has implemented that law more than 6 year and people can use it well gradually. But it is worth to researching the problem what the result is for carrying out the law. In this research, we got the bidding information came from the bidding search system of Administration Public Project Committee from year 89 to 93 of the Republic of China. After arranging in an order, classifying and gathering the whole information, the main purpose for this research is to analyze the bidding rate and trend, understand the current situation of the government procurement and provide the information to the related institutions for reference.    In this research, we analyzed the information by the method of description statistics. After analyzing the rate of the government procurement case, the rate of every tendering procedure has increased gradually every year, except the selective tendering procedures. Among the cases, the open tendering procedures cases have increased because of the whole trend increased, but the proportion has reduced. No matter case quantity or proportion of selective tendering procedures were all reduced. But the cases of limited tendering procedures, the public case and proportion have an increased trend. According to the factors of procurement policy and the cognition of tendering efficiency, while choosing open tendering procedures will get highest grades on justice, openness and institution image. Choosing selective tendering procedures will get highest grades on procurement quality. Instead, choosing limited tendering procedures will be the best on procurement efficiency. The results revealed that open tendering procedures would be the appropriate way for both procurement personnel and suppliers.Increasing the rate will add the expense for the institution purchase. But reducing the rate of open tendering procedure cases and increasing the rate of the limited tendering procedure cases will be possible to reduce the diaphaneity for institution purchase and the rule of openness and justice will suffer the test. In this research, we suggest the research institution should discuss the reason why the rate increased gradually every year. After increasing the administration efficiency, we should find a balance among the saving expense, openness, justice and efficiency.
