    摘要:   自1978年中國大陸第十一屆三中全會中通過「對內搞活經濟,對外實行開放」之政策,他們認為「旅遊業大有文章可做,要突出地搞,加快地搞」。因此其各地方政府皆開始加快腳步發展觀光,除逐步解除各項限制外更積極制定相關政策以提升旅遊產業的價值。發展至今,中國大陸旅遊產業,已經成為其經濟活動主要產業之一。    根據中國大陸統計局資料,上海普遍受到各國觀光客的喜愛。比較逐年增長入境旅客人數與上海國際旅遊外匯收入,可知上海也是中國大陸旅遊與經濟發展最發達的主要地區之一。自1987年鄧小平希望極力發展旅遊業開始,上海近年來便開始積極地開發各項設施與爭取舉辦國際大型活動來促進入境旅遊的蓬勃發展,且希望能與知名國際大都市並駕齊驅。2004年世界經濟論壇在上海公佈全球「城市競爭力排名」調查結果,全球53主要城市中,上海及北京分別排名25位及35位,而上海在全中國城市競爭力第1名。    本文係利用美國哈佛大學教授麥克.波特(M. E. Porter)在《國家競爭優勢》一書中所提出的鑽石模型方法論,深入分析上海入境旅遊的市場需求、相關產業,與競爭優劣勢情況,並分析未來所可能發展的方向提出政策建議,已達成本文之研究目的。
      Since 1978, the Third Plenary Session of the 11th Party Central Committee in the Communist Party of China has approved the policy of invigorating the economy inward, and opening it to the outside world. They think that the tourist industry has great potential for expansion and that its development is an important priority. Therefore, every local government in China has been quickening its step in developing tourism, removing every restriction step by step and making relevant policies in order to improve the profitablity of the tourist industry. At the moment, the tourist industry of China has already become one of its main economic industries.     According to data from the Statistics Bureau of China, Shanghai is generally liked by tourists from various countries. If compared with the increase of inbound passenger numbers year by year and the international tourism exchange revenue of Shanghai, it can be seen that Shanghai is one of the main areas developing tourism and travel in China. Since 1987, Deng Xiaoping had hoped to go all-out in developing tourism. In recent years, Shanghai has begun to develop construction, hold international large-scale activities to promote inbound tourism, and attempted to keep pace with other famous international cities. Based on the Global City Competitiveness Report (2004) announced by WEF, Shanghai and Beijing ranked 25th and 35th respectively among the 53 main cities around the world, and Shanghai ranked first among the cities of China.     This thesis will use the diamond model methodology (M. E. Porter, "National Competition Advantage"), in order to analyze market demand, peripheral industry, and the strengths and weaknesses of the Shanghai inbound tourist undustry compared to its market competitor. Forthermore, it will analyze the directions of possible development, and give recommendations for the future.
