教育部在2010年發布「5歲幼兒免學費教育計畫」,以離島及原住民鄉鎮市全體5歲幼兒為實施對象,意在減輕家長經負擔,提升幼兒受教機會,建構優質的教保環境,以確保受教品質。本研究以南投縣公、私立幼兒園園長及家長為對象,進行個別訪談。依據訪談內容和相關文獻分析南投縣五歲幼兒免學費計畫執行的成效。 研究發現南投縣教育資源有限,因此教育政策決策過程必須衡酌有限資源的有效運用,政策才不會打折扣。南投縣在免學費各項指標中大部分高於教育部所訂定的標準,唯獨正常化教學滿意度這項指標無相關調查,值得南投縣政府留意。未來建議政府重視幼教品質,使教育向下扎根,此外政策應有明確的宣導及配套,補助費用不應由學校單位發放,以免增加困擾,補助時以家戶所得計算也有失公平,應增加公立幼兒園家數,以照顧弱勢。 The Ministry of Education carried out the plan of “The free tuition for 5-year-old children” in 2010. The plan focused on those 5-year olds of off-shore islands and aboriginal townships to make less load of their living, to promote the opportunity of early childhood education, to build better educational environment, and to ensure the quality of being educated. This study was done by individually interviews on the principals of public and privately-run kindergartens in Nantou County and those pupils’ parents. The results was done by analyzing the interviews and related research papers. In the study, with limited educational resources in Nantou County, we discovered that any decision for the educational policy needed to take the limited resources into account and make good use of it, therefore, the satisfaction of the policy it would be. Most indexes of free tuition in Nantou are higher than that criteria in the Ministry of Education, but there was no related research in normalized education that required more attention. In the near future, we recommend that the authority may value the quality of early childhood education more. Besides, the practice of any policy should be educated clearly and cooperated fully; and to avoid any trouble, the subsidy should not be paid by the schools, and the allowance is unfair if it is accounted by family income; public kindergartens should put up more to look after those minorities.
