Taiwan military dependents' village is established as a unique cultural site under particular historical and social background. In regard to the rapid disappearance of cultural assets in military dependents' villages, the Ministry of Culture and the Ministry of National Defense had conducted the plan of the field reconnaissance and site selection for establishing the national cultural parks of military dependents' villages. After setting up the cultural parks for military dependents' villages throughout the country, the planning and cultural conservation for Fongshan Cultural Park of Military Dependents' Villages, which got the most grant funding in southern Taiwan area, is chosen as the subject of this study. This park is located in the northern outer ring of dual concentric circles of the former Japanese Navy Fongshan Radio Station. In addition to retaining the texture of original concentric circles, the context in the cultural cluster of Haiguang-fourth Village, Juguang-third Village, Chihui Village and the former Fongshan Village at Lane 10 located in the southern part can be conserved. The new urban life center of defense culture is established by taking the heritage core area in concentric circles as the center, and interconnecting historical and cultural satellite stronghold series in the northern side of the cultural park, western side of the traditional market, southwestern side of the military dependents’ reconstructed buildings, veterans service office and military welfare service station. The concept of living environmental museum is adopted to merge historical texture and modern space for planning the cultural park of military dependents' villages. By means of spillover effects of leisure core, the historical and cultural park for the life museum of Fongshan military dependents’ village and the historical core can be established, further shaping the image of Fongshan as a historical and cultural city.
