| 摘要: | 數位匯流時代的到來，有線電視業者面臨諸多衝擊。除了面對同業競爭外，還要面對IPTV、 OTT業者的衝擊，該如何因應為業者的重大課題。面臨政府有線電視全面數位化的政策，獨立系統台卻能獨占鰲頭率先完成任務，值得深入探究。 本研究欲瞭解我國有線電視數位化過程中獨立系統業者的衝擊與因應，故以獨立系統業者為研究對象。在推動有線電視數位化過程中，獨立系統業者面臨許多衝擊挑戰，又因自身情況不同，有著獨特的困境。為此，研究者透過資料整理，將獨立系統業者的困境進行歸納，使政府更加瞭解獨立系統台的衝擊。 本研究透過文獻資料、次級資料以及訪談資料的歸納與整理，探索我國有線電視數位化過程中獨立系統業者的衝擊與因應，期望對我國獨立系統業者有更深刻的瞭解。 研究者分析我國13家獨立系統業者的資料，發現各家獨立系統業者皆有其獨特發展困境。並將所取得資料取分為花東、離島地區獨立系統業者與非花東、離島地區業者來進行歸納，整理出其衝擊與因應面。 研究結果發現獨立系統業者在有線電視數位化的過程中，在衝擊面皆有新興媒體競爭、頻道分組付費等問題；其在因應方面，皆以經營在地服務為主要因應策略。NCC在推動有線電視數位化過程中，不僅是輔導者更是推動者，除了鼓勵外，更利用降費率的手段，來促進有線電視數位化比率的提升。 花東、離島地區的獨立系統業者面臨有線電視數位化的過程中其衝擊面皆有經濟規模小、人口數不多等問題，其以做好在地連結為其主要因應策略；另外非花東、離島地區的獨立系統業者中，新永安與世有線電視，分別為第一名及二完成全數位化目標的業者，在衝擊面向皆有跨區經營、頻道分組付費等問題，其以經營好有線電視平台以及發展異業合作為其主要因應策略。各家獨立系統業者皆有其獨特的困境，因此期望政府能視情況給業者適當協助、並定期舉辦論壇與座談會增加產、官、學界交流意見以促進有線電視產業的發展。
With the advent of digital convergence, the cable TV industry is facing a number of challenges and impacts. In addition to the competitors in the same industry, other competitors such as IPTV and OTT service providers are also posing great threat to them. How to tackle the challenges they face is a major issue. With the policy implementation of comprehensive cable TV digitalization promoted by the Taiwanese government, independent system operators were able to take the lead to complete the task instead, which indicates further research into this area. This study aims to explore the impact of the development of Taiwan’s Cable TV digitalization on independent system operators and their reactions. In this study, independent cable system operators are our main target group. In the process of promoting cable TV digitalization, many of them, when faced with challenges and difficulties, may get caught up in a dilemma, depending upon their unique circumstances. Therefore, the dilemma that the independent cable system operators face is categorized through data collection by researchers, hoping the government to gain a deeper understanding of the impact on them. In this study’s literature review, secondary data and interview data are categorized and summarized regarding the research topic with the expectation to arrive at a deeper understanding of independent cable system operators. This study analyzes 13 independent cable system operators and found that each has their unique dilemma in development. The collected information is divided into two groups: (1) areas consisting of Hualien, Taitung, and the outlying islands of Taiwan; and (2) the areas apart from Hualien and Taitung, and outlying islands, in order to present a picture of the impact and reaction of the respective groups. The results found that the impact they face in the process of developing cable TV digitization may bring forth several problems such as the participation competition of new media, channel packaging and pricing, and so on. In response to these issues, the provision of local service is served as the main strategy. Taiwan’s NCC (National Communication Commission), besides being a counselor, also works as a promoter in the promotion of cable TV digitization process. In addition to encouragement, lower pricing as a means is also offered to increase the number of digital cable installation. The impact on the independent cable system operators from the Hualien, Taitung and the outlying islands in the face of the process of cable TV digitization includes several issues in common, such as small economic scale, small viewer population, and the like, to which the establishment of the link with the local services serves as the main strategy to tackle the problem. On the other hand, among the non-Hualien/Taitung/outlying island areas, operators such as HYA Cable TV and World Cable TV are respectively the first and second system operators to achieve the goal of total digitization. With the impacts such as cross-area operation, channel packaging and pricing and the like, among them are the platform management of cable TV and the development of cross-industry cooperation as the main strategies to deal with the problems. Each independent cable system operators has their unique difficulties. Therefore, it is desirable that the Taiwanese government will provide them appropriate assistance, regularly organize forums and seminars to facilitate more information exchange among industrial, governmental and academic sectors with the aim of promoting the development of the cable industry. |
