因鄰避效應的盛行,企業對汙染區會盡量給予適當的回饋措施,台電於104年開始於小港高中進行台電機電班產學合作計畫,也是國營企業近年來的先例。 而此班的制度對學校本身來講,產生了怎樣的衝擊?學生選擇就業台電的意願或疑慮為何?能否找出適當的修正模式,做出更妥適的未來計畫,達到台電與學子、社區學校三邊皆贏,是此計畫的重要目標。 為使此次研究觀察視野更周全,產生更全面性的觀點,所以採用了質性研究,方法上則採用文獻蒐集和深度訪談法來進行。另外也採用回應性評估,重視關係人的觀點方式進行探討。 此研究結果發現,在政策適切性這指標上,在政策內容、執行方式與政策必要性的政策妥適性部分,評價是高的。目標達成度上,在改變變電廠看法與認同度的目標達成度的部份給予低度評價,而在就學意願與是否實質回饋回饋區學生的部份給予高度評價。在執行者意向這個指標上,執行便利性給予評價是中等,學校改變是高,續約意願與選讀意願也皆是高。在行政滿意度這個指標上,有關政策期待部份我們是給予中度評價,行政滿意度也是給予中度評價。 根據以上結果,研究者對台電與給小港高中提出建議,作為後續修正計畫之參考。 Due to the prevalence of the effect of NIB (Not In My Backyard), enterprises try their best to giveback to the polluted area.Taipower-Siaogang Senior High School Cooperative Projectstarted in 2015, and it is beyond example. What is the impact of the project on the school? What are the willings or doubts of students choosing to work for Taipower?Can we find the appropriate corrected model to make a better future plan, and then the school, the students and Taipower can all have benefits from this project. In order to make this study a more complete vision and to produce more comprehensive points of view, so we use qualitative research method.The researcher conducts the study by collecting documents andcarrying out in-depth interviews.The researcheralso usesThe Responsive Evaluation to value the related people the points of view. This study found that in the index of policyappropriateness, the evaluationsof the policy content, the implementation mode and the policyappropriateness of policy necessity are high. In the index of target achievement, the evaluations of changing points of view of the transformer and the degree of conformity are low. The evaluations of the students'willing to go to the school and thestudents'real feedback are high. In the index of theindicator's intention, the evaluations of the convenience of the implementation are moderate. The school qualitative change is high, and the school's renewal willing and the students' study intention are also high.In the index of the administrative satisfaction, theevaluations ofthe policy expectancy andadministrative satisfaction are moderate. Based on the above results, the researcher makes the suggestions as a follow-up reference for Taipower and Siaogang Senior High School to revise the future plan.
