    Abstract:   自從Kotler & Levy提出擴大的行銷觀念後,行銷策略以不再是營利性企業的專利,公共組織與非營利組織也開始將行銷理論運用於推動公共政策的過程中。而隨著公民參與思潮的興起,學者主張在公共政策制定決策的過程中應加入人民參與的機制,而要達成這樣的目標,學者認為應立足於政策行銷理論。  鄉鎮(市)圖書館是我國數量最多且分布最廣的基層公共圖書館,是各鄉鎮教育、文化、資訊及休閒的中心,教育是國家的百年大計,文化亦是基本國力的重要基石,資訊狂潮早已席捲全世界,休閒是現今人類極為重視的一環,因此,確有必要針對鄉鎮(市)公共圖書館之營運管理進行研究。  埔里鎮立圖書館係屬由鄉鎮(市)設立的基層公共圖書館,在我國公共圖書館改造運動中,取得亮眼的成績,獲得許多獎項的肯定,其營運管理之策略,實有必要加以探究。  本研究採取質性研究,以文獻探討、實地觀察、深度訪談等研究方法,建立理論架構及蒐集相關資料,再以政策行銷之觀點分析探究埔里鎮立圖書館營運管理之成效及面臨的挑戰,並提出相關建議如下:一、組織修編增加員額。二、預算編列固定比例。三、埔里文庫擴大效益。四、協助產業文創轉型。五、藝術小鎮打造品牌。六、爭取民間企業捐獻。七、提升志工運用層次。八、回歸縣府統一管轄。
      Since Kotler & Levy proposed an expanded marketing concept, marketing strategies are no longer patents for for-profit companies, and public organizations and non-profit organizations have begun to apply marketing theory to the promotion of public policy. With the rise of civic participation in the trend of thought, scholars advocate that the mechanism of people's participation should be added in the process of public policy decision-making, and to achieve such a goal, scholars believe that it should be based on policy marketing theory.  The township (city) library is the largest and most widely distributed grassroots public library in China. It is the center of education, culture, information and leisure in all towns and towns. Education is the country's century-old plan. Culture is also an important cornerstone of basic national strength. Information frenzy It has already swept the world, and leisure is a part of today's human beings. Therefore, it is necessary to conduct research on the operation and management of township (city) public libraries.  The Puli Town Library is a grassroots public library established by a township (city), a public library in Taiwan. In the renovation of the museum, it has achieved outstanding results, won many awards. It is worthwhile to explore its operational management strategy.  This study adopts qualitative research, and uses literature research, field observation, in-depth interviews and other research methods to establish a theoretical framework and collect relevant information, and then analyze the effectiveness and challenges of its operational management from the perspective of policy marketing, and make recommendations. as follows: 1.Organizational revisions to increase posts.2.The budget has a fixed ratio.3.The Puli library expands the benefits.4.To assist in the transformation of industrial culture.5.The art town to build a brand.6.Striving for donations from private enterprises.7.Improve the level of volunteer use.8.Return to the unified jurisdiction of the county government.
