    Title: 原住民族語言振興計畫推動評估之研究-以仁愛鄉布農族卓社群學校為例

    Abstract:   行政院原住民族委員會為推動原住民語言之振興,陸續訂定並推動「原住民族文化振興發展六年計畫」、「原住民族語言振興六年計畫」、「原住民族語言振興第二期六年計畫」,為原住民族語言的振興、學習與保存而努力。  本研究主要以回應性政策評估之質性研究方法,從「計畫設計妥適性」、「計畫執行者的意向態度」、「計畫目標的達成度」、「回應性感受」這四項評估指標去探討族語振興計畫的內容、立意,及推動的成效,透過文獻分析法及深度訪談法,訪談仁愛鄉族語推廣員及布農族卓社群學校之學校行政人員、族語教師、學生及家長等利害關係人之內心感受,最後整理分析結果作彙整歸納的陳述,以提供未來計畫修正或實施的參考,及後續相關研究之建議。  根據訪談結果,本研究發現如下:一、在計畫設計妥適性方面:本政策立意良好,但在宣導上有點不足,應讓族人充分的了解;而人力方面則希望納入編制,讓族語推廣員及族語教師專心推動族語振興工作;時間則是政策推動的問題,希望在學校增加族語課時間。二、在執行者意向態度方面:不論是族語推廣員、行政人員對、族語教師及家長對這個政策都是支持的,也很願意協助推動族語振興。三、目標的達成度方面:學生雖然對族語學習有興趣,但回家仍然很少用族語與家人互動,需要再努力。四、回應性感受方面:執行者對政策實施的成果是滿意的,但是對政策推動的過程則認為需要有更完善的配套措施,例如多增加相關推動人員的研習;家長則對政策也是滿意的,不過希望學生能將所學的族語應用在日常生活中。  根據以上研究發現,研究者分別對主管機關、學校行政及教師及家長提出建議,做為後續修正計畫之參考。
      In oder to implement the revitalization of indigenous languages, the Council of Indigenous Peoples, Executive Yuan continuously stipulates and give impetus to Six-Year Development Plan for Indigenous Cultural Revitalization, Six-Year Plan for Indigenous Indigenous Language Revitalization and the Second Phase of Six-Year Plan for Indigenous Language Revitalization for the purposes of striving for revitalization, learning and preserving the Indigenous language.   This study uses the responsive evaluation to assesses four aspects of the policy design appropriateness, policy executors' attitude, policy targets achievement and study subjects' response to investigate the content, intention and effectiveness of the policy for Indigenous Language through literature survey and in-depth interview. The researcher interviewed the indegenous language promotion staff of Ren-Ai township, Nantou county, the school administration staffs of Takituduh of Bunun tribe, indigenous language teachers, students and parents. Base on the outcomes of the analysis, the researcher aims to provide further referencees for future study.   Base on the outcome of the analysis, the study founds that: 1.Policy design appropriateness: The policy has good intention, but needs to promote sufficently in order to make tribal people have better understanding. The policy needs to increase more staffs to help the indegenous language promotion staffs and indegenous language teachers to devote themselves in indegenous language revitalization. In addition, they expect to increase more classes in teaching indigenous language at school. 2.Policy executors' attitude: the indegenous language promotion staff, the school administration staff, the indigenous language teacher, the student and the parents all support the policy and are willing to assist the revitalization of indegenous language. 3.Policy targets achievement: Though the students are interested in learning indigenous langauge, they have very few opportunities to interact with their family in indigenous language. A lot of efforts are needed. 4.Policy subjects' response: The studey subjects are satisfied with the effectiveness of the policy. However, they think that complete supporting measures are needed to promote the policy, such as providing more workshop and study courses for the the indegenous language promotion staff, the school administration staff and the indigenous language teacher. The parents are satisfied with the policy as well and the students are expected to speak their mother langauge more in their daily life.   Base on the findings of this study, the researcher has recommendations for competent authority-in-charge, school admistration staff, teachers and parents in order to be the references for future revision plans.
