    摘要:   本研究旨在了解相關關係人,包含幼兒園負責人、園長(實際經營者)為研究資料蒐集對象,擬探討政府推動之重大幼兒教育政策變革之準公共化對私立幼兒園加入後營運之影響,透過本研究討論可做為政府單位、幼兒園管理階層以及教師等相關人員未來研究與參考,本研究結果發現如下:1.評價優質共創雙贏才是政策的核心  私立幼兒園經營模式涵蓋教育發展與營利市場機制,政府推動準公共化政策應勿追求量的目標,質的要求才更是雙方長久合作關係。2.著重自由市場機制  私立幼兒園是以營利為主要導向,準公共化政策幾乎明訂統一收費標準,是否會影響幼兒教學品質是一大隱憂。3.收費標準與教保員薪資福利相輔相成  目前業者自行吸收教保員調高薪資壓力,兩者應是明定相輔相成辦法,如此能照顧教學品質與友善工作環境,穩定經營提升教學品質。4.增進專業成長的組織功能  建構教師教學的發展平台提高教學素養與保有教學品質。
      This study aims to understand the relevant stakeholders, including kindergarten leaders, kindergarten directors (actual operators) as the research data collection object, intends to explore the impact of the quasi-publicization of major early childhood education policy changes promoted by the government on the operation of private kindergartens after joining, through this research discussion can be used as a future research and reference for government units, kindergarten management and teachers and other relevant personnel, the results of this study found as follows:  1.Evaluating high-quality co-creation and win-win is the core of the policy   The private kindergarten business model covers education development and the for-profit market mechanism, and the government's promotion of quasi-public policies should not pursue quantitative goals, and the quality requirements are the long-term cooperative relations between the two sides.   2.Focus on free-market mechanisms   Private kindergartens are mainly oriented to profit, and the quasi-public policy almost clearly stipulates a unified charging standard, whether it will affect the quality of early childhood teaching is a major concern.  3. The charging standard complements the salary and benefits of the teachers  At present, the industry absorbs the pressure of the teacher's staff to increase the salary, and the two should be clearly and mutually complementary, so as to take care of the teaching quality and friendly working environment, and stabilize the operation and improve the quality of teaching.   4. Enhance the organizational function of professional growth.   Construct a development platform for teachers' teaching to improve teaching literacy and maintain teaching quality.
