    Abstract:   經濟部水利署為強化社區自主防災能力,至2022年已成立472個具有自我防災、救災的水患自主防災社區,並透過縣市政府和公所持續運作。本研究目的為確認自主防災社區推動成效,並提出後續改善方向,達成永續城鎮的目標。首先選擇新港鄉北崙村,並進行防災社區運作及專業組織協力之利害關係人訪談,並收集政府軟硬體援助資料。結果發現該區自主防災能力有人口高齡化、資源缺乏及經費不足問題,防災教育內容及防災社區政策,過於著重災害整備與災時應變度。
      Until 2022, the Water Resources Administration of the Ministry of Economic Affairs has established 472 autonomous flood prevention communities with self-disaster prevention and disaster relief, which was used to strengthen the community's autonomous disaster prevention capabilities and continue to operate through the county and city governments and public offices. This research aims to confirm the effectiveness of autonomous disaster prevention community promotion and to propose follow-up improvement directions for the achievement of sustainable towns. Firstly, Beilun Village, Xingang Township, was selected to conduct interviews with stakeholders of disaster prevention community operations and cooperation with professional organizations and to collect government software and hardware assistance materials. The results found that the autonomous disaster prevention capability of the district has the problems of an aging population, lack of resources, and insufficient funds, and the content of disaster prevention education and disaster prevention community policies put too much emphasis on disaster preparation and disaster response.
