    Abstract: 隨著全球化治理風潮與公民參與運動的推展,都市規劃與建設逐漸從鮮少公民參與的專業官僚主導模式轉向公民參與模式,一種強調以公民為中心,尊重公民權積極價值發揮的參與式治理典範油然而生。我國城鄉新風貌計畫也是一個富涵公民參與理想與價值的政策行動,強調規劃及設計過程的民眾參與,期能激起地方民眾積極參與城鄉空間改造熱情,重建我國土成為具有本土文化風格、綠意盎然、適意美質的新家園。本文因此以臺中市城鄉新風貌改造計畫作為研究對象,探討其推動進程中公民參與的相關問題,據以省思政府與民間互動,實踐公民參與理想的作為。結論指出政府應該積極轉換官僚人員心態,發展多元的審議式參與模式,並提供更豐富的文化活動,強化公民對於社區、城鄉的歸屬感,方能有助於公民參與精神與文化的養成與行動,落實民主社會公民治理的理想。
    With the wave of global governance movement and the promotion of citizen participation, urban planning and development gradually move from the traditional professional bureaucracy-oriented model with little citizen participation towards citizen participation model. A paradigm of participatory governance which puts emphasis on and respects for the value of citizen-centered, active citizenship is arising. The Townscape Renaissance Project in our country is a new style of policy action enriched with the ideal and the merit of citizen participation. It has been designed with an emphasis upon public participation on the process of planning and design and with an expectation to raise the passion of local people in partaking in the transformation of urban and rural spaces so as to rebuild our homeland with an environment full of local culture, green and beauty.This article is thus aimed at exploring questions of public participation through the case of the Townscape Renaissance Project in Taichung City with the intention of reconsidering the relationship between government and civil society and the ideal action for public participation. It comes out with a conclusion that the government should actively transform bureaucratic mentality, devise multiple deliberative modes and provide more cultural activities so as to strengthen the more sense of citizen’s belonging to community, urban and rural areas. This will further contribute more to the richness of the spirit and culture of civic engagement and action and to the realization of the ideal of citizen governance in modern democratic society.
