本論文以中國電子化政府資訊透明化為研究方向，希望能了解中國在電子化政府資訊透明化方面發展的現況以及改革的成果為何。由此研究目的出現以下四個問題：(1)中國電子化政府發展歷程為何？(2)中國電子化政府資訊透明度程度為何？(3)中國電子化政府改革面臨的問題？(4)中國電子化政府提供的內容為何？而本論文透過這四個問題來探討中國在電子化政府方面出現。 本論文研究結果如下：(1)中國中央政府政策影響著電子化政府的發展(2)地方政府與中央政府要有著協調以及調控的作用(3)各國發展電子化政府的經驗來當作中國電子化政府的借鏡。 從本研究結果來看，筆者認為，電子化政府要發展必須透過政府的主導來進行再加上民眾配合政策以及法規的約束，當然各地政府間的合作以及協調更為重要，然後各地部門再依照各地的文化來進行發展，這樣才能創造出一個成功的電子化政府。 This thesis explores the Chinese electronic government information transparency and the status of the information transparency reform. This thesis targets four questions: (1) What are the processes of Chinese e-government development? (2) How much information is transparent in Chinese e-government? (3) What are problems happened in Chinese e-government reform? (4) What are the contents provided in Chinese e-government? The findings of this thesis are: (1) Policies of Chinese central government affect the development of e-government (2) Local government and the central government have to have the abilities of coordination and control (3) China needs to learn the experiences of e-government development from other countries. In sum, the author believes that e-government's development must be carried out through the government, the policy that people followed, and the restrictions that govern them. Moreover, the cooperation and coordination between governments are important, and then the local departments have to follow the local cultures to develop a local e-government themselves. This could in turn create a successful e-government.
