摘要: | 本研究旨在探究原住民部落族人租地給漢人現象之研究:以南投縣仁愛鄉萬豐村為例。為達研究目的,首先蒐集並閱讀相關資料及文獻,以建立本研究之理論架構,接者採用文獻分析法及深入訪談法等質性方法進行研究, 並針對萬豐部落族人以及來部落租地之漢人的租地現象,編制訪談題目作為研究工具,分別對租地漢人、部落租地族人、受雇於漢人的部落族人進行訪談。 研究發現: 壹、 租地現象對於部落族人的影響一、租地現象對於部落族人之經濟及農業影響更鉅,藉由此研究發現之影響作為未來經濟發展的參考。二、透過訪談瞭解部落族人租地給漢人的目的,發現租地給漢人行為最大的主因為土地閒置,為使土地更有利用價值及增進經濟效益,部落族人才把地承租給漢人。三、經研究漢人租地耕作提升部落經濟,並提供部落就業機會。貳、改變租地模式,開啟新興投資方式一、轉型高經濟作物,嘗試轉型高經濟作物的種植,對部落經濟發展有非常大的幫助。二、可以以現有的土地,與投資者共同經營露營開發,並與當地文化工作站或文化藝術者結合合作觀光產業,讓土地利用以另外一種合作方式或契約呈現,不僅讓土地投資報酬率更高,也能讓土地利用有不同的面貌。三、金主投資土地,地主管理土地,分享土地收成,透過協商使漢人租地投資開發,金主願意讓地主成為管理者,並共同分享收成,而分單純收取租金,不僅可以成為實質的管理者,分享收成之利潤遠比單純收土地租金獲利更高。 This research aims at evaluating the interrelationship between indigenous landholders and Han-Chinese leaseholders as well as its general economic implications through the case study of Wanfeng village, a Bunun tribe in Renai Township, central Taiwan. To achieve research goals, I first collect and review literature related to the topic in order to build up the overall theoretical framework of the study. Next, I take document analysis and in-depth interview as my methodological tools, and design interview questionnaires to carry out fieldwork in the village. Participants in this research have various backgrounds, including Han leaseholders, Bunun landholders and Bunun peasants employed by Han leaseholders. Research Outcomes:First: The Impact of Land-Leasing on the Village1. Land-leasing has tremendously reshaped the livelihood of the tribe. The analysis of this impact should serve as a reference point for future economic development. 2. Interviews reveal that the main reason for villagers to rent out their farmland is to generate revenue from the vacant property.3. The employment of local peasants by Han-Chinese leaseholders has become an important job opportunity for villagers, which boosts the overall economy of the tribe. Second: Further Suggestions on Different Models and New Ways of Investment1. High-economic crops are directions worth trying. Potentially, it could benefit the village economy largely.2. Tourism is an alternative way of collaboration, for example, opening up camping sites with investors or collaborating with local artists. It not only brings about higher return on investment, but also creates more diverse landscapes in terms of land usage. 3. Besides collecting monetary rent, local landholders could take up more important roles for their own sake. While Han-Chinese leaseholders invest the land, landholders could ask to be in charge of the cultivation and share the harvest with the investor. In this case, the profit will be much higher than simply collecting the rent. |
